When scrapping new energy vehicles, they must be "integrated with the vehicle electronics", and each new energy vehicle power battery will have a digital identity card... The Ministry of Industry and Information Technology and 6 other departments jointly issued the "Interim Measures for the Recycling and Comprehensive Utilization Management of Waste Power Batteries of New Energy Vehicles" on the 16th, following the management idea of "full channel, full chain, full life cycle", which will be implemented from April 1, 2026. Industry insiders pointed out that against this background, the timely introduction of the management measures is appropriate, strengthening the management of power battery recycling and utilization through the rule of law, will effectively regulate the behavior of various participants in all aspects. By focusing on all channels and ensuring standardized management of various types of waste power batteries produced at the source of battery production, vehicle scrapping, battery replacement, maintenance and other processes, the management measures specifically design the "integrated vehicle electronics scrapping" system, stipulating that "if a new energy vehicle is scrapped without its power battery, it should be deemed as missing a vehicle, with specific measures to be stipulated separately", thus preventing situations where it is difficult to trace the discarded power batteries. Focusing on the whole life cycle and strengthening information tracing management, the management measures propose to establish a national new energy vehicle power battery tracing information platform, establish a system for managing digital identity cards for new energy vehicle power batteries, clarify the requirements for power battery coding, information reporting, and utilize digital technology to strengthen monitoring of power battery flow. At the same time, the management measures also set out administrative penalties such as rectification orders, warnings, fines and specify the implementing bodies for administrative penalties for behaviors such as failure to submit waste power batteries as required, failure to fulfill recycling responsibilities, and violation of coding and information reporting requirements, enhancing the rigidity of the system constraints.
