Cyberspace Administration: Providers of AI personalized interactive services should establish emergency response mechanisms.
Notice from the State Internet Information Office on the Public Solicitation of Comments on the "Interim Measures for the Management of Artificial Intelligence Personification Interactive Services". It is pointed out that providers should have the ability to recognize user status and, on the premise of protecting user privacy, evaluate the user's emotions and dependence on products and services. If extreme emotions and addiction are detected in users, necessary measures should be taken to intervene. Providers should pre-set response templates, timely provide comforting and encouraging content in case of high-risk tendencies threatening user life, health, and property safety, and provide professional assistance methods. Providers should establish emergency response mechanisms, and when users clearly express intentions of suicide or self-harm, the conversation should be taken over by a human operator, and measures should be taken to promptly contact the user's guardians and emergency contacts. For minors and elderly users, providers should require the filling of information such as user guardians and emergency contacts during the registration process.
