"Sixth social insurance" covers nearly 300 million people, long-term care insurance moves from pilot to full establishment.
As a key institutional arrangement for China's active response to population aging and the sound social security system, the pilot of long-term care insurance has now covered nearly 300 million people, benefiting more than 3.3 million disabled individuals cumulatively, with fund expenditures exceeding 100 billion yuan, reducing the burden for each person by approximately 12,000 yuan per year. Data from the National Conference on High-Quality Development of Long-Term Care Insurance in 2025 shows that the innovative achievements of the long-term care insurance system have effectively reduced the economic and operational burdens on families of disabled individuals. Zhang Ke, Secretary of the Party Group and Director of the National Medical Security Administration, stated at the conference that during the "15th Five-Year Plan" period, the long-term care insurance system will transition from a pilot program to full implementation. The National Medical Security Administration will accelerate the establishment of a long-term care insurance system with Chinese characteristics, gradually covering the entire population. In the initial stages, the focus will be on providing protection for severely disabled individuals, while continuing to refine service processes, standardize operating guidelines, strengthen "end-to-end" quality control, and drive service quality upgrades.
