Recently, the Ministry of Public Security and the National Health Commission jointly issued a notification to deploy and implement "eight measures for the joint handling of traffic accidents", further improving the level of treatment for injured victims of traffic accidents. The notification emphasizes that local public security and health departments should jointly implement sharing of information on the treatment of injured victims in traffic accidents, implement guarantees for the treatment of injured victims in traffic accidents, improve the network for the treatment of injured victims in traffic accidents, standardize the process of transferring injured victims in traffic accidents, ensure seamless connection between pre-hospital and in-hospital treatment, explore the application of new technologies, equipment and standards, make good use of various rescue and treatment forces, and conduct post-accident reviews to enhance response capabilities, with the goal of reducing the number of major and above traffic accidents, the death rate per 10,000 vehicles in road traffic accidents, the average response time for handling accidents, and the disability and mortality rates from traffic accidents, while increasing public awareness of traffic safety, the training rate for drivers, traffic police officers, and auxiliary police officers in first aid knowledge and skills. The notification requires local public security and health departments to improve information sharing mechanisms, establish a platform for the information service of injured victims in traffic accidents, and strengthen dynamic tracking of the joint handling of injured victims. They should improve the emergency medical expert database, establish mechanisms for remote guidance and on-site treatment of seriously injured victims in traffic accidents. They should also explore and improve the "integration of air and ground" rescue and treatment model, establish standardized transfer processes, strengthen emergency medical capabilities in accident-prone areas and rural areas, and ensure that police cars and ambulances arrive quickly. They should standardize the classification of injured victims to enhance the accuracy of on-site injury assessment. They should meet the needs of ensuring "escort for one-click ambulances" and quickly activate traffic support plans for corresponding routes through information technology. For ambulances transporting critically injured patients, they should ensure priority passage through various means such as green wave passage, police escort, and inter-district relay, and resolutely crack down on illegal acts that hinder the passage of ambulances. They should optimize the application, review, and disbursement processes of the social assistance fund for traffic accidents, and improve payment efficiency. They should encourage volunteers to participate in accident rescue nearby, creating a good atmosphere of caring and supporting the work of treating injured victims of traffic accidents throughout society.
