The Ministry of Finance and two other departments have issued opinions to implement the "Notice of the General Office of the State Council on Implementing National Product Standards and Related Policies in Government Procurement".

The notice stipulates that the production of products within China's borders should be accurately defined. The notice clearly states that domestic products should be produced within China, meaning that there should be a change in the attributes of the product from raw materials, components to the final product within the customs territory of the People's Republic of China. In specific cases, products manufactured in domestic bonded zones, comprehensive bonded zones, and other customs special supervisory areas are considered to be products produced within China. For medical devices, products that have obtained a medical device registration certificate with an approval number from the drug regulatory authority are considered to be products produced within China. For other products, it will be judged based on the actual circumstances whether they are produced within China.
