The Guangzhou Municipal Committee of the Communist Party of China has issued a proposal on formulating the fifteenth five-year plan for the national economy and social development of Guangzhou. It mentions deepening the reform of state-owned assets and enterprises, strengthening and optimizing state-owned capital and enterprises, advancing the optimization of the layout and structural adjustment of state-owned economy, improving the system for promoting original innovation in state-owned enterprises, accelerating the formation of a systematic industrial layout in key areas, optimizing the market-oriented operation mechanism of state-owned enterprises, improving the classification assessment and evaluation system, and building a number of digitalized, platform-based new-type state-owned enterprises to continuously enhance core functions and competitiveness. It also focuses on developing and strengthening the private economy, promoting fair access for private enterprises to competitive fields in infrastructure and important application scenarios, establishing a long-term mechanism to prevent and resolve the issue of overdue payments to enterprises, and promoting the coordinated development of large, medium, and small enterprises.
