Journalists learned from the Ministry of Agriculture and Rural Affairs on the 19th that China will implement a commitment-based qualification certificate management system for vegetables, fruits, and fresh tea leaves. The Ministry of Agriculture and Rural Affairs recently issued the "Management Measures for Commitment-based Qualification Certificates for Agricultural Products", which clearly states that agricultural product production enterprises, and farmer professional cooperatives, should be responsible for the quality and safety of their products. They should use agricultural inputs scientifically and reasonably, truthfully maintain production records, strengthen quality and safety control throughout the production process, and ensure that the products sold meet agricultural product quality and safety standards. They should issue commitment-based qualification certificates in the agricultural product production area according to production batches and truthfully maintain issuance records, which should be kept for at least six months. The agricultural and rural competent authorities at the county level and above are responsible for guiding services for the issuance, collection, and retention of commitment-based qualification certificates, and strengthening daily supervision and inspection. Relevant officials of the Ministry of Agriculture and Rural Affairs stated that this management measure is an important supporting system of the Agricultural Product Quality and Safety Law. It helps solidify the main responsibility of production and operation entities, promote the connection between the agricultural product production areas and the market access, and improve the overall quality and safety control level of agricultural products. It is understood that this management measure will be implemented from February 1, 2026.
