Three departments: operating entities should respect the social public's right to choose legitimate payment methods independently.
In order to effectively maintain the legal status of the renminbi as the currency, prevent and rectify the refusal to accept renminbi cash, meet the diverse payment service needs of the public, and build a convenient circulation environment for cash under the common development of multiple payment methods, the People's Bank of China, together with the National Development and Reform Commission and the regulatory authorities, has formulated the "Regulations on the Receipt and Payment of Renminbi Cash and Services," which is now being released. Among them, it is proposed that charging units and operating entities should respect the public's autonomous right to choose legitimate payment methods. Except for situations where non-cash payment tools must be used to fulfill legal obligations or statutory duties, cash should not be refused, and others should not be required or induced to refuse cash. Discriminatory measures against cash payments should not be taken, harming the convenience of cash payments.
