Three departments: operators should respect the public's independent choice of legal payment methods and should not take discriminatory measures against cash payments.

The People's Bank of China, along with the National Development and Reform Commission and the China Banking and Insurance Regulatory Commission, has formulated the "Regulations on RMB Cash Receipt and Payment Services", which are now announced. Units and businesses should respect the public's right to choose legal payment methods autonomously. Except for cases where non-cash payment tools are required to fulfill legal obligations or statutory duties, cash should not be refused, others should not be requested or induced to refuse cash, and discriminatory measures should not be taken against cash payments, harming the convenience of cash payments.
