The Anhui Provincial Committee of the Communist Party of China has issued a proposal on formulating the 15th Five-Year Plan for National Economic and Social Development, in which it is proposed to strengthen original innovation and key core technology breakthroughs. Unconventional measures will be taken to enhance key common technologies, cutting-edge leading technologies, modern engineering technologies, and disruptive technological innovations. A dynamic list of "bottleneck" technologies will be compiled to promote major breakthroughs in key core technologies in key areas such as integrated circuits, new display technologies, industrial equipment, high-end instruments, basic software, advanced materials, biomanufacturing, and core germplasm. Emphasis will be placed on target traction and demand orientation, establishing a mechanism for refining and issuing major scientific and technological breakthrough tasks, and implementing a number of provincial-level science and technology innovation campaigns. An expert-recommended non-consensus project screening mechanism will be explored. The strategic, forward-looking, and systematic layout of basic research will be strengthened, with increased funding for basic research and long-term stable support. Original innovation in scientific research and technology development will be emphasized, optimizing the environment conducive to original and disruptive innovation to produce more landmark original achievements.
