The National Development and Reform Commission pointed out in an article published in the magazine "Seeking Truth" that it is necessary to firmly implement the strategy of expanding domestic demand, focusing on unleashing the potential of household consumption. On one hand, efforts will be made to enhance household consumption willingness by implementing special actions to stimulate consumption. This includes stabilizing bulk consumption, implementing policies for trading in old products for new ones, strengthening brand leadership, upgrading standards, applying new technologies, and creating a number of consumption new scenarios that have a wide impact and high visibility. Support will be provided for the development of first economy, sports economy, e-commerce, etc. In response to the needs of consumption upgrading, aging population, and promoting population growth, a number of key projects will be implemented in the fields of elderly care, childcare, health, culture, and tourism facilities. Urban renewal will be vigorously implemented, and attention will be paid to livelihood micro-projects such as parking lots and upgrading old elevators. Further efforts will be made to expand inbound consumption and improve facilitation. On the other hand, efforts will be made to enhance the consumption capacity of residents. Employment preferential policies will be strengthened, multiple channels will be used to stabilize and expand employment, the policy environment for entrepreneurship promotion and employment will be optimized, and support will be provided for key groups to find employment. The plan for increasing income for urban and rural residents will be implemented, increasing the proportion of residents' income in national income distribution, increasing the proportion of labor remuneration in initial distribution, and striving to synchronize residents' income with economic growth and increase in labor remuneration with the increase in labor productivity. The coverage of inclusive policies directly reaching consumers will be expanded, and government funds for livelihood security expenditure will be increased. The social security system will be improved, basic public services will be gradually equalized, and support for childbirth and childcare will be increased.
