On December 13, 2025, the National Medical Security Work Conference was held in Beijing. The conference pointed out that during the "14th Five-Year Plan" period, the national medical insurance system will optimize the medical insurance payment mechanism, promote the development of medical and health undertakings and the pharmaceutical industry. It will adhere to supporting genuine innovation, genuine support for innovation, and support for differentiated innovation, with a total of 949 new drugs added to the medical insurance catalog. Currently, the total number of drugs in the medical insurance catalog has reached 3,253. The "Measures to Support the High-Quality Development of Innovative Drugs" was issued, and the first commercial health insurance innovative drug catalog was formulated, including 19 drugs with high clinical value, high degree of innovation, and significant benefits to patients. Initiating comprehensive coverage of payment by disease type from the pilot stage, formulating and implementing the 2.0 version of the payment by disease type plan, and synchronously establishing five supporting mechanisms such as special single negotiation, effectively relieving medical institutions of concerns about admitting critically ill patients and using new drugs and technologies. All comprehensive regions nationwide conduct real-time settlements to effectively alleviate the pressure of medical institutions' advance funding.
