The application of artificial intelligence in global law enforcement is accelerating. The "Blue Book on China's Foreign-related Rule of Law" released on the 6th believes that the primary challenge facing AI in foreign-related law enforcement is the incomplete legal system, and suggests clarifying the boundaries of AI's use in cross-border law enforcement. In order to improve the construction of the AI foreign-related law enforcement rules system, the Blue Book suggests, on one hand, that relevant departments should formulate special "Regulations on the Management of Artificial Intelligence Law Enforcement Applications" to clarify the legal status and boundaries of AI in cross-border law enforcement, focusing on regulating core issues such as electronic evidence recognition and cross-border data transmission; on the other hand, promoting the Supreme People's Court to issue judicial interpretations to refine the standards for reviewing AI law enforcement evidence. The Blue Book also suggests that China should promote the establishment of a mutually recognized international standard system for AI law enforcement, and develop trustworthy AI law enforcement technologies, such as striving to break through multimodal AI recognition technology in the short term, with a focus on enhancing the recognition ability of diverse evidence such as speech synthesis and encrypted communication text.
