Shanxi's "15th Five-Year Plan" proposes: promote the independent operation of natural monopoly sectors such as public utilities and market-oriented reform of competitive sectors.

The Shanxi Provincial Committee of the Communist Party of China has issued a proposal to formulate the 15th Five-Year Plan for National Economic and Social Development. It mentions deepening the reform of state-owned assets and enterprises, strengthening and improving state-owned enterprises and state-owned capital, promoting the optimization of the layout and structure of the state-owned economy, improving the system and mechanism for the management and supervision of state-owned assets, establishing a classification evaluation system for state-owned enterprises, and enhancing the core functions and competitiveness of state-owned enterprises. It also calls for provincial state-owned enterprises to be the main force in transformation and development, deepening comprehensive strategic cooperation with central state-owned enterprises, and promoting independent operation of natural monopoly links and market-oriented reform in competitive links in industries such as energy, water conservancy, and public utilities throughout the province.
