Chen Zhong, Secretary of the Party Committee and Director of the State-owned Assets Supervision and Administration Commission of Hubei Province, stated that during the "15th Five-Year Plan" period, they will improve the scientific and rational layout structure optimization mechanism. They will enhance the management system for main responsibilities and main businesses, clarify the functional positioning of different types of state-owned enterprises, define key areas and directions for state-owned capital investment, and resolutely curb blind and irrelevant diversified investments. They will further promote the revitalization and utilization of idle assets, explore specialized integration of enterprises at different levels, and improve the efficiency of state-owned capital operation. At the same time, they will establish a user-oriented collaborative innovation mechanism. They will introduce a work plan for the in-depth integration of technological innovation and industrial innovation, accelerate the construction of a collaborative innovation mechanism led by state-owned enterprises in the "production, study, research, and use" field, promote precise matching of innovation elements supply and demand, accelerate collaborative research on key core technologies, and speed up the application of scientific and technological achievements.
