According to the Ministry of Culture and Tourism, the Ministry of Culture and Tourism and the Civil Aviation Administration of China recently jointly issued the "Action Plan for the Integration of Culture and Tourism with Civil Aviation Industry", focusing on the existing foundation and development trends of the integration of air travel and cultural tourism. By 2027, the level of tourist travel services will significantly improve, international and domestic tourism routes will cover more areas, integrated products and scenarios will be more diverse, and culture and tourism will achieve deeper, broader, and higher quality integration with the civil aviation industry, forming a virtuous development pattern with demand driving supply and supply creating demand. Focusing on improving the level of tourist travel services, the Action Plan specifically addresses the special needs of five types of travel groups, including elderly tourists, study tours, family tours, ice and snow tourism, and inbound tourism, proposing targeted service measures to further enhance the convenience and comfort of tourist travel. Addressing current issues such as domestic flight schedules not fully meeting the needs of tourist travel and insufficient international flight capacity, the Action Plan strives to optimize tourist routes and service facilities, proposing measures in three areas to improve domestic travel accessibility, increase inbound tourism routes, and enhance airport tourism service facilities, thereby enhancing the guarantee capabilities of route networks and service facilities for tourist activities. Based on the achievements and innovative practices of the integration of air travel, culture, and tourism, the Action Plan encourages the cultivation of new integrated products, formats, and scenarios. It focuses on enriching "aviation + cultural tourism" services, developing aviation-themed cultural tourism products, regulating the orderly development of low-altitude tourism, and creating new scenarios for cultural tourism exhibitions and consumption. It guides cultural tourism enterprises and civil aviation units to optimize existing products, enrich consumption scenarios, innovate integrated formats, and expand development space.
