Shanghai: From August 1, 2026, newly built or updated public charging facilities must pass the 3C certification for charging pile products.
On December 2nd, according to the Shanghai Municipal Transportation Commission website, the Shanghai Municipal Transportation Commission and the Shanghai Municipal Development and Reform Commission jointly issued the "Notice on Strengthening the Safety Management of New Energy Vehicle Charging Facilities in the Public Domain in this City." The notice states that public charging facilities should meet national standards such as the "Safety Requirements for Electric Vehicle Conductive Charging Systems" and "Safety Requirements for Electric Vehicle Power Supply Equipment." It encourages investment companies to use high-quality, reliable charging facilities, such as products with CNAS or CMA certification or products with third-party testing agency reports and compliance certificates. According to the "Notice on the Mandatory Product Certification Management of Electric Vehicle Power Supply Equipment" issued by the State Administration for Market Regulation, starting from August 1, 2026, all new or updated public charging facilities in Shanghai must use products that have passed mandatory certification for charging pile products, and investment companies are encouraged to use charging facilities with CCC certification in advance. In addition, public charging station operators should regularly inspect and maintain charging facilities, establish inspection and maintenance records, and promptly identify and eliminate safety hazards.
