In order to further implement the spirit of the 19th National Congress of the Communist Party of China and the successive plenary sessions, to further consolidate and improve the mechanism for preventing and resolving marital and family disputes, to strengthen women's and families' awareness of resolving marital and family disputes through mediation, to protect the legitimate rights and interests of women and children in accordance with the law, to maintain equal, harmonious, and civilized marital and family relationships, and to create a harmonious and stable social environment, the Supreme People's Court and the All-China Women's Federation recently issued the "Notice on Establishing a 'One-to-One' Online Complaint Mediation Mechanism for Marital and Family Disputes", which clearly requires the establishment of a sound "One-to-One" online complaint mediation mechanism for marital and family disputes. By jointly exerting efforts and complementary advantages between the court and the Women's Federation, better mediation services that are accessible to women and families can be provided. The notice requires adherence to and development of the "Fengqiao Experience" in the new era, actively integrating into the social governance system of co-construction, co-governance, and shared governance under the leadership of the Party committee, establishing a diversified mechanism for resolving marital and family disputes, fully leveraging the unique advantages of the "One-to-One" mechanism in preventing and resolving marital and family disputes, and promoting the prevention and resolution of more marital and family disputes at the source. The notice also points out that the Supreme People's Court and the All-China Women's Federation support and guide the People's Mediation Committee for marital and family disputes to be stationed on the mediation platform of the People's Court, carry out mediation online, offline, or in a combined manner, apply for judicial confirmation of mediation agreements online, and improve the quality and efficiency of marital and family dispute mediation work comprehensively. The notice stipulates the specific work contents of the online complaint mediation mechanism for marital and family disputes, including division of responsibilities, work processes, and mediation team construction, and puts forward specific requirements for the selection, management, training, and guidance of mediation organizations and mediators. The notice emphasizes the integration of the Party's overall leadership throughout the entire process of diversified dispute resolution, promoting the formation of a pattern of diversified dispute resolution under the leadership of the Party with internal and external linkage, coordination from top to bottom, and orderly connection. Promote the establishment of communication and consultation mechanisms and information sharing mechanisms at all levels, and regularly analyze the progress of work. Establish a sound cooperation and training mechanism, jointly publish typical cases and promote typical experiences. Actively report to the Party committee and government, strengthen coordination with the fiscal departments, and implement policies for fiscal guarantee.
