On December 1st, Tan Ruicong, Deputy District Mayor of Minhang District, Shanghai, introduced the latest progress of the construction of the "Brain Intelligence Universe" at the 2025 Brain-Machine Interface Conference press conference. Minhang District has tailored special policies for brain-machine interfaces, with the highest subsidy of 20 million yuan for leading companies; research and development investment subsidy of up to 2 million yuan for three consecutive years; the highest award of 2 million yuan for award-winning projects; the highest subsidy of 50 million yuan for major platform construction; and 100%, 50%, 25% rent reduction, creating a good ecology of "leading companies leading, startups gathering".
