The Ministry of Finance and the Ministry of Science and Technology have issued the "Guiding Opinions on Further Strengthening the Internal Control Construction of Scientific Institutions". It points out the need to strengthen procurement management. Establish a sound internal control system for procurement, clarify responsibilities and centralize management; implement national procurement policies for scientific research equipment and consumables; scientifically categorize goods, projects, and service procurement projects, select appropriate procurement methods according to the characteristics of the procurement project, determine key control points in the procurement process, refine control measures for key aspects such as demand management, policy implementation, performance acceptance, and information disclosure during procurement execution.
