Russian President Putin stated on the 19th in Moscow at the "2025 Artificial Intelligence World Tour" international conference that artificial intelligence systems are related to national sovereignty and technological sovereignty, and Russia should master a complete set of autonomous technology and products in the field of generative artificial intelligence. According to the news released on the Russian President's website on the 19th, Putin said in his speech at the conference that in order to enhance the country's generative artificial intelligence technology and train language models, Russia must ensure the stability and independence of its digital infrastructure to safeguard data sovereignty. Therefore, Putin proposed that Russian relevant departments and enterprises jointly implement a "data processing center development plan" for artificial intelligence issues to ensure that Russian startups, research institutions, and technology companies have easy access to such data processing centers. Putin pointed out that in the next nearly 20 years, Russia plans to build 38 new nuclear power units in the Urals, Siberia, and the Far East regions, with a total installed capacity equivalent to all nuclear power units currently operating in Russia. This increase in nuclear power capacity will help to continuously improve Russia's artificial intelligence computing power.
