It is necessary to optimize the layout of grain storage and logistics facilities, accelerate the promotion and application of new technologies and equipment, and guide the development of grain storage, logistics, processing, and trade in a concentrated and intensive manner according to local conditions. It is necessary to continuously strengthen the supervision of grain circulation, promote the strengthening of internal control management by storage entities, ensure the truthfulness of the quantity, good quality, and safe storage of reserve grains at all levels. It is necessary to strengthen the monitoring of the grain market, play the regulating role of reserves, accurately implement control measures, and ensure that grain prices remain at a reasonable level. It is necessary to adhere to the coordinated efforts of the market and the government, take overall measures to facilitate market-based procurement and policy-based storage, and ensure smooth channels for farmers to sell grain, effectively defending the bottom line of "being able to sell the grain grown by farmers".
