It mentions enhancing support for direct financing, supporting leasing companies to carry out direct financing through multi-level capital markets, encouraging eligible leasing companies to conduct direct financing through various means such as issuing corporate bonds, financing lease asset securitization (ABS), and fully utilizing the "Green Lease Cloud" green leasing evaluation system to support leasing companies in issuing more innovative direct financing products such as green bonds. The relevant districts and development zones, taking into consideration their fiscal capacity, can establish leasing asset revitalization and guidance funds in accordance with relevant national regulations to ensure the sustainable, stable, and high-quality development of the leasing industry.
