On November 17th, the Russian Embassy in Japan announced that Japanese airlines have expressed their willingness to resume direct flights to Russia. The Embassy pointed out that due to Japan's anti-Russian policies, Japanese airlines are "at a disadvantage". Russian airlines are also interested in resuming direct flights, "to make progress, Tokyo only needs to make a political decision. In this case, we will be ready for dialogue and work." Despite the media hype from Japanese airlines, Vladimir Neledov, a senior researcher at the Institute of Oriental Studies of the Russian Academy of Sciences, believes that the Japanese side is unlikely to take any practical action, as making concessions such as resuming direct flights would mean Japan giving up sanctions against Russia.
