Skill talents now have a rule for a minimum wage increase, tied to skill levels.
The Ministry of Human Resources and Social Security recently released the "Classification Reference Guide for Minimum Wages for Skilled Talents", providing reference and guidance for the reasonable determination of minimum wages for skilled talents in different regions, industries, and enterprises. The guide specifies that the determination of minimum wages for skilled talents should follow basic principles such as highlighting the value of skills, reflecting skill differences reasonably, coordinating wage distribution relationships, and protecting the democratic rights of workers. It mainly considers factors such as the category of positions that skilled talents engage in and the level of skills they possess. Minimum wages for skilled talents can be implemented in the form of monthly minimum wages or monthly minimum skill allowances, and can be determined by referencing the lower end of wage levels for similar positions or occupational market in the local area, with a certain percentage above the legally established monthly minimum wage standard published by the local government. For skilled talents at different levels of professional skills, the monthly minimum wage can be progressively increased based on the minimum wage for skilled talents in that category, or by a certain percentage or amount based on skill level. For those receiving minimum skill allowances, the standards for different categories of skilled talents can be determined based on the principle of increment by category, with progressively increasing levels based on the professional skill levels of skilled talents within the same category.
