On the 17th, the National Development and Reform Commission and five other departments jointly issued the "Opinions on Accelerating the Construction of Modern State-owned Forest Farms." Among them, it was proposed to drive the development of surrounding industrial clusters. Promote the "state-owned forest farm +" model, carry out village cooperation through forest rights transfer, cooperative management, entrusted operation, and other methods, coordinate and deepen the reform of collective forest rights system, drive collective forest land to operate at a moderate scale, and focus on improving the scale and intensive management level of forest resources in the region. Encourage the participation of various operating entities in operating projects of state-owned forest farms, explore various models such as cooperative management, entrusted management, franchise management, and achieve sustainable operation of resources and multiple benefits.
