Six departments, including the National Development and Reform Commission, jointly issued the "Opinions on Accelerating the Construction of Modern State-owned Forest Farms" on the 17th. Among them, it is proposed to comprehensively consider factors such as the geographical location, resource endowment, management requirements, and development foundation of state-owned forest farms, and to formulate and implement medium and long-term development plans to determine the main functional positioning and development direction of each forest farm, and explore incentive mechanisms to stimulate the vitality of forest farm development. Deepen the reform of state-owned forest farm institutions, guarantee the financial funds of public welfare state-owned forest farms according to regulations, and effectively improve performance efficiency. Support public welfare type II state-owned forest farms to focus on their main responsibilities, undertake government purchasing service projects, develop related industries, provide related paid services, and improve service quality and comprehensive benefits. Promote the rapid improvement of the state-owned asset management system, modern corporate system, and market-oriented operation mechanism of state-owned forest farms with public welfare enterprise characteristics. Further separate the social functions of forest farms and reasonably optimize the management hierarchy of state-owned forest farms.
