On the 17th, the National Development and Reform Commission and five other departments jointly issued the "Opinions on Accelerating the Construction of Modern State-owned Forest Farms". It proposes clarifying the management system of forest farm resources. Strengthen the management of state-owned forest farm resources, implement relevant requirements of the state-owned assets management reporting system. Systematically inventory the resources and assets of state-owned forest farms, comprehensively establish resource asset accounts with clear ownership, clear rights and responsibilities, and effective supervision of property rights system, actively and steadily promote the resolution of historical legacy issues such as "one area, multiple certificates", determine ownership boundaries and incorporate them into the real estate registration system. Improve the entrustment mechanism of natural resource asset ownership by the whole people, support State-owned forest farms to specifically assume part of the responsibilities of forest resource asset owners within the forest farms according to government commissioning, integrate forest resource management into natural resource management and national land spatial planning "One Map". Strictly control the use of forest and grassland, implement policies for the management of natural forests and public welfare forests and graded and zoned management system, refine the utilization methods and development directions according to operational units, clarify the specific scope of activities such as under-forest economy, landscape utilization, and nature education. Explore the establishment of a system for the paid use of state-owned forest resources, standardize resource asset evaluation, forest land use rights, and timber use rights transfer management, and prohibit the free transfer of state-owned forest farm resources to local state-owned investment and financing platforms.
