National Development and Reform Commission solicits public opinions on "Management Measures for National Emerging Industry Innovation Centers" and other measures.

In order to further implement the decisions and arrangements of the Party Central Committee and the State Council, firmly implement the strategy of innovation-driven development, promote deep integration of scientific and technological innovation and industrial innovation, and build, manage, and use national emerging industry innovation centers and national industrial technology engineering centers well, the National Development and Reform Commission has drafted the "Management Measures for National Emerging Industry Innovation Centers" and "Management Measures for National Industrial Technology Engineering Centers," and is now soliciting opinions from the public. The "Management Measures for National Emerging Industry Innovation Centers" point out that the first major technological equipment developed by industrial innovation centers, the first batch of new materials, and the first edition of high-end software should be given priority to be included in the government's green procurement list. Industrial innovation centers should procure domestic instruments and equipment, industrial software, operating systems, etc. in accordance with the law. The National Development and Reform Commission will organize industrial innovation centers to apply for national post-subsidy funds based on operational evaluation results. Financial institutions, investment funds, and other social capital are encouraged to invest in industrial innovation centers, and enterprises and entrepreneurs are encouraged to donate to the construction and operation of industrial innovation centers.
