Guo Jiajun introduced that this year marks the 10th anniversary of the Paris Agreement, and global climate governance has entered a critical stage. China actively participates in and leads global climate governance and firmly supports Brazil as the host country for the conference. President Xi Jinping's special representative, member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council Ding Xuezhang attended the Belem Climate Summit and delivered a speech, promoting the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, sending a strong signal to grasp the correct direction, implement climate action, and deepen open cooperation, providing momentum for the success of the conference.
He pointed out that climate change concerns the common future of humanity. Whether from the global south or the global north, developing countries or developed countries, everyone is on the same ship. Working together and taking joint action is the only correct choice.
Guo Jiajun stated that China is a "doer" in addressing climate change. We have set carbon peaking and carbon neutrality as national strategies, developed the most comprehensive carbon reduction policy system in the world, built the largest and fastest-growing renewable energy system globally, and are one of the countries with the fastest decline in energy intensity. China has provided 70% of the world's wind power equipment and 80% of photovoltaic component equipment, driving down the costs of wind and solar power generation globally by over 60% and 80% respectively. President Xi Jinping solemnly announced China's national voluntary contributions target for 2035 at the UN Climate Change Summit, covering the entire economic spectrum and all greenhouse gases, setting absolute emissions reduction targets for the first time, demonstrating China's firm determination and maximum effort.
"China will work with all parties to implement the principle of common but differentiated responsibilities, promote positive and balanced outcomes at this conference, and make new contributions to global climate governance," he said.
