Clear management scope: China releases "Technical Specifications for the Determination of the Management Scope of Rivers and Lakes"
Recently, the Ministry of Water Resources issued the "Technical Standards for the Delimitation of River and Lake Management Areas", which specifies that the delimitation of river and lake management areas should be based on the flood control function and follow the basic laws of flood evolution and river and lake evolution, and should not narrow the flood storage space. The "Standards" provide regulations on the delimitation of management areas for rivers and lakes with and without embankments. For rivers in areas prone to mountain flood disasters, factors such as the safety of residents living along the river and downstream, the source of mountain flood-carrying materials, etc., should be considered, and the standards for delimiting management areas can be appropriately increased. At the same time, the management area of rivers and lakes can be extended inland by combining with biodiversity conservation, river and lake ecological protection and restoration, designation of nature reserves, designation of drinking water source protection zones, etc.
