The Ministry of Industry and Information Technology issued a notice on further accelerating the systematic layout and high-level construction of manufacturing industry pilot platforms. It proposed to follow the advancement train of "strengthening a batch, activating a batch, and filling in a batch" based on the "Manufacturing Industry Pilot Platform Construction Guidelines" and "Key Points for the Construction of Manufacturing Industry Pilot Platforms", highlighting the public service nature and functions, clarifying the construction path, and systematically promoting the development of pilot platforms.
The "Manufacturing Industry Pilot Platform Construction Guidelines" mentioned guiding eligible investment entities to promote the construction of pilot platforms according to local conditions and classified policies, increasing the supply of high-quality pilot projects.
Government investment-oriented. Focusing on national regional major strategies and industrial development needs, using central or local government financial funds, government guidance funds, policy-based bank funds and other public funds to construct comprehensive and specialized pilot platforms with public service nature and functions in areas lacking in layout and market failures, providing high-level public services, meeting diverse enterprise needs, accelerating the application of new technologies and products, and comprehensively supporting industrial development.
University and research institute investment-oriented. Guided by common industrial technology research and industrial development needs, encouraging universities and research institutes to update and upgrade laboratory capabilities using their own funds, carry out engineering trials, accelerate the transformation into mature technologies and public products. Supporting universities and research institutes to invest in technology, promoting the legal entity operation of pilot platforms, strengthening market orientation, exploring revenue models tied to mature product benefits, and enhancing the sustainable development capabilities of pilot platforms.
Enterprise investment-oriented. Guiding leading enterprises to establish independent pilot platforms for their own products, driving product research and development design and testing verification, achieving significant technological breakthroughs, stable batch production, and forming market competitive advantages. Encouraging eligible enterprises to moderately open independently constructed pilot platforms, transforming surplus pilot capabilities into foreign services, promoting open and efficient resource sharing and utilization. Focusing on supporting enterprises to adopt market-oriented operation and open-service models, constructing pilot platforms with public service attributes, proactively undertaking key technology research and development transformation, and expanding the market service functions of the entire pilot chain.
