Announcement on the Adjustment of the Management Catalog of Exporting Easily Abused Chemicals to Specific Countries and the Specific Country Catalog by the Ministry of Commerce and five other departments.
To further enhance the management of exports of easily controlled chemical substances, in accordance with the "Provisional Regulations for the Export of Easily Controlled Chemical Substances to Specific Countries," the Ministry of Commerce, the Ministry of Public Security, the Ministry of Emergency Management, the General Administration of Customs, and the National Medical Products Administration have decided to make adjustments to the "Management Catalogue of Export of Easily Controlled Chemical Substances to Specific Countries" and the "Specific Country Catalogue." The United States, Mexico, and Canada have been added to the "Specific Country Catalogue," and 13 types of easily controlled chemical substances targeted at these three countries have been separately added. The adjusted "Management Catalogue of Export of Easily Controlled Chemical Substances to Specific Countries" and "Specific Country Catalogue" are now publicly available. Starting from the date of this announcement, exports of the chemicals listed in Part 1 of Annex 1 to the United States, Mexico, and Canada must apply for a permit in accordance with the "Provisional Regulations for the Export of Easily Controlled Chemical Substances to Specific Countries," while exports to other countries do not require a permit.
