Ministry of Commerce: Announcement on the Suspension of Implementation of the Second provision of "Strengthening Export Control of Relevant Dual-Use Items to the United States"

The Ministry of Commerce website issued an announcement on November 9th: approved from now until November 27, 2026, the second provision of the Ministry of Commerce Announcement No. 46 of 2024 is suspended. In December 2024, the Ministry of Commerce issued an announcement on "Strengthening Export Control of Dual-Use Items Related to the United States", which stipulates that, in principle, the export of dual-use items related to gallium, germanium, antimony, and superhard materials to the United States is not allowed; stricter end-user and end-use reviews are implemented for exporting graphite dual-use items to the United States.
