Super Typhoon "Phoenix" approaches Hainan, triggering a Level IV maritime typhoon emergency response.

The Hainan Provincial Meteorological Bureau has issued a typhoon level four warning at 15:30 on November 9, 2025. According to the relevant provisions of the "Emergency Plan for Flood Control, Wind Prevention, and Drought Prevention in Hainan Province" and consultation and judgment, the Hainan Provincial Committee for Disaster Reduction and Disaster Relief has decided to launch a level IV emergency response to typhoons at sea at 16:00 on November 9, 2025. All cities and counties are requested to strengthen consultation and judgment based on the forecast and warning situation of the meteorological department, promptly initiate emergency response, and urge relevant departments to do well in defense work.
