On November 8th, the State Administration of Grain and Material Reserves held an expert seminar on the "Fifteenth Five-Year Plan" in the field of material reserves. Liu Huanxin, member of the Party Group of the National Development and Reform Commission and Secretary of the Party Group and Director of the State Administration of Grain and Material Reserves, presided over the meeting and delivered a speech. The experts at the meeting, in conjunction with the in-depth study and implementation of the spirit of the Fourth Plenary Session of the Twentieth Central Committee of the Party, combined with their own research fields and work practices, conducted in-depth discussions on the development ideas and work measures in the field of material reserves during the "Fifteenth Five-Year Plan" period. Liu Huanxin emphasized the need to deeply study and implement the spirit of the Fourth Plenary Session of the Twentieth Central Committee of the Party, fully understand the Party Central Committee's decision-making arrangements regarding reserve work, adhere to coordinating development and security, comprehensively analyze the situation faced by the development of material reserves during the "Fifteenth Five-Year Plan" period, accurately grasp the phase characteristics of material reserves during the "Fifteenth Five-Year Plan" period, focus on promoting the modernization of material reserve capabilities, concentrate on high-quality development, in-depth research and planning for major measures and key projects for the development of material reserves during the "Fifteenth Five-Year Plan" period, ensure that work has a carrier, promote with a platform, implement with a grip, and accelerate the construction of a national reserve system that is commensurate with the status of a major country in reserves.
