The General Office of the People's Government of Heilongjiang Province recently issued the "Hundred Days Action Plan for Winter Ice and Snow Tourism in Heilongjiang Province", which is scheduled to be implemented from November 8, 2025 to February 28, 2026. The plan aims to achieve a year-on-year increase of over 10% in the number of tourists received and over 15% in total tourist spending during the 2025-2026 winter ice and snow tourism in Heilongjiang Province. The plan proposes to carry out cultural and tourism consumption benefiting the people. Promote the "Hundred Cities and Hundred Districts", "Hundred Cities and Thousand Sites" cultural and tourism consumption action plan, seize the golden consumption periods of New Year's Day and Spring Festival, plan and organize ice and snow carnivals and other themed consumer season activities, and update the experience consumption products of "Follow the Performances Travel" and "Follow the Films and TV Shows Travel". Vigorously develop ticket economy, link cultural and tourism enterprises, financial institutions, e-commerce platforms, etc., launch measures beneficial to the people such as scenic spot ticket reduction and cultural and tourism consumption vouchers, and explore new models of "one-time purchase of tickets, multiple use for multiple days" in scenic spots.
