Haikou: During large-scale mass activities, flying of "drones" and other aircraft in the relevant areas is prohibited.
The People's Government of Haikou City announced on November 6th that from November 7th to November 9th, 2025, a large-scale mass activity will be held in Wanlu Garden, Haikou City. In order to effectively ensure the personal and related airspace safety of the general public during the event, eliminate all kinds of security incidents and hidden dangers, and ensure the safe and smooth progress of the event, according to the "Civil Aviation Basic Regulations of the People's Republic of China", "General Aviation Flight Control Regulations", "Interim Regulations on Unmanned Aerial Vehicle Flight Management", "Public Security Management Penalties Law" and other laws and regulations, the relevant matters are hereby announced as follows:
1. The prohibited flying objects in this announcement are "low, slow, small" aircraft, mainly including drones, light and ultralight aircraft, gliders, hang gliders, powered hang gliders, manned balloons, airships, paragliders, powered paragliders, model aircraft, unmanned free balloons, tethered balloons, etc.
2. The prohibited flying time is from November 7th to 9th, 2025, from 19:00 to 23:00, and the prohibited flying area is the airspace above Wanlu Garden. If flying is required for special needs such as activities, it should be handled in accordance with Article 35 of the "Civil Aviation Basic Regulations of the People's Republic of China" and other provisions, and drones and other aircraft should be inspected, operated strictly in accordance with safety procedures, and the responsibility for safety should be implemented.
3. All citizens and aviation enthusiasts are requested to actively cooperate and voluntarily comply with the provisions of this announcement. If any behavior in violation of this announcement is found, you can call 110 to report it. Units and individuals who operate drones in the no-fly zone without authorization will be punished in accordance with the "Public Security Management Penalties Law", "General Aviation Flight Control Regulations", "Interim Regulations on Unmanned Aerial Vehicle Flight Management" and other regulations; those who commit serious crimes will be held criminally responsible according to law.
