After the implementation of the national childcare subsidy system, the first local subsidy adjustment policy was recently introduced. Ordos City in Inner Mongolia Autonomous Region took the lead in issuing differentiated subsidy policies based on the national childcare subsidy system. According to the "higher instead of lower" principle, subsidies are not stacked. Among them, the first and second child still follow the national childcare subsidy standards, while the third child will receive subsidies based on the municipal childcare subsidy standards for the part exceeding the national standards, and the subsidies will be issued until the child reaches the age of 3. This is also the first detailed regulation to increase the subsidy at the local level after the implementation of the national childcare subsidy system. In July of this year, the national childcare subsidy system implementation plan was announced on July 28: starting from January 1, 2025, regardless of whether it is the first child, second child, or third child, a subsidy of 3600 yuan can be received annually until the child reaches the age of 3. The plan specifies that childcare subsidies will be distributed annually, with the central government providing subsidies to the eastern, central, and western regions proportionately, and local governments can appropriately increase the standards based on their financial capacity, with the additional funds needed for the standards increase to be borne by local finances.
