The level of social logistics costs is a concentrated reflection of the quality of national economic development and comprehensive competitiveness. The recent State Council executive meeting pointed out the need to continuously promote the reduction of logistics costs, improve quality and efficiency, and accelerate the construction of a modern logistics system that is compatible with supply and demand, connected internally and externally, safe, efficient, intelligent, and green. Promoting the reduction of logistics costs, improvement of quality and efficiency, cannot be achieved without the construction of a unified, efficient, and orderly logistics market and without a suitable policy environment. Currently, the proportion of multimodal transportation in China has greatly increased, but there is still a significant gap compared to foreign countries, and institutional barriers and regulatory constraints are obstacles. Relevant departments and localities need to work together to strengthen policy and resource support, guarantee the demand for construction of railway special lines, belt corridors, land, and sea.
