Our country is deploying to launch the Winter Action for Paying off Arrears Governance in 2025.

The Office of the Leading Group for Employment Promotion and Labor Protection of the State Council recently issued a notification, initiating the Winter Action to address wage arrears from November 1, 2025 to the Spring Festival of 2026 nationwide. Focus will be on key industries, with emphasis on identifying hidden risks, resolving conflicts, emergency handling, and comprehensive measures to effectively address wage arrears and ensure the legitimate rights and interests of migrant workers are protected. According to the notification, regions and relevant departments will conduct a comprehensive assessment of wage arrears risks, actively disclose complaint channels, conduct joint visits by departments, and develop specific strategies based on individual cases to effectively resolve wage arrears issues. Simultaneously, efforts will be made to deepen the implementation of the wage payment guarantee system, strengthen grassroots dispute prevention and resolution mechanisms, and address conflicts and provide assistance to those in need.
