Our country is deploying the Winter Action Plan for Wage Arrears Governance in 2025.
The Office of the Leading Group for Employment Promotion and Labor Protection of the State Council recently issued a notice to launch a winter action to address wage arrears nationwide from November 1, 2025 to the Spring Festival of 2026. The action will focus on key industries, conduct thorough inspections of potential risks, resolve conflicts, respond to emergencies, and address the root causes to comprehensively rectify wage arrears and effectively protect the legitimate rights and interests of migrant workers. According to the notice, local governments and relevant departments will conduct a comprehensive investigation of wage arrears risks, openly disclose reporting and complaint channels, conduct joint visits and reception with departments, classify strategies based on specific cases, and promote the substantive resolution of wage arrears issues. At the same time, efforts will be made to deepen the implementation of the wage payment guarantee system, strengthen the prevention and resolution mechanisms for grassroots disputes, and address conflicts and provide assistance to those in need.
