The European Council passed a resolution to provide Ukraine with over 18 billion euros in assistance.

On November 4th, local time, the European Council announced that they had approved the decision to provide the fifth installment of regular assistance to Ukraine under the EU's assistance mechanism, with a total payment exceeding 18 billion euros. The main purpose of this funding is to enhance Ukraine's macro-financial stability and support the continued operation of its public administration. The announcement stated that the Ukraine assistance mechanism would take effect on March 1, 2024, aiming to provide stable funding totaling 500 billion euros in the form of grants and loans to support Ukraine's recovery and development from 2024 to 2027. Since its inception, the Ukraine assistance mechanism has allocated 6 billion euros as transitional financing, 18.9 billion euros as pre-financing, and four installments of approximately 42 billion euros, 41 billion euros, 35 billion euros, and 32 billion euros respectively.
