The Hong Kong Special Administrative Region Government welcomes the announcement today by the National Immigration Administration of a series of innovative measures to support the expansion of open services and the high-quality development, including expanding the scope of the "HKSAR/Macau SAR Talents Residence Permit" to include Tianjin, Hebei, Jiangsu, Zhejiang, Anhui, and all free trade zones nationwide starting from November 5, 2025; implementing "facial recognition smart customs clearance" at mainland ports such as Shenzhen Huanggang, Luohu, Liantang, Futian, Wenjindu, and the Hong Kong-Zhuhai-Macau Bridge; promoting efficient cross-border flow of production factors in the He Gang Deep Hong Kong Science and Innovation Cooperation Zone Shenzhen Park; and increasing the number of ports connecting to Hong Kong to 240-hour visa-free transit entry points. The SAR Government will continue to maintain close communication with the National Immigration Administration in order to promote exchanges and further integrate Hong Kong into the national development plan, injecting greater development momentum into Hong Kong and the entire Greater Bay Area.
