The newly amended "Shanghai Regulations on the Protection of the Rights and Interests of the Elderly" will come into effect on the 1st of the month.
Journalists learned from the Shanghai Civil Affairs Bureau that the newly revised "Shanghai Elderly Rights Protection Regulations" will be implemented from November 1, 2025. This is the first major revision of the Regulations in nearly ten years. This revision upgrades the elderly rights protection system at the institutional level, providing solid legal support for mega-cities to actively respond to population aging.
The newly revised Regulations aim to build a more caring and effective elderly rights protection network in Shanghai. For example, a new system of caregiver leave has been added. During the period when elderly people are hospitalized for treatment, their caregivers can enjoy up to five working days of caregiver leave per year. The Regulations stipulate that wages during caregiver leave shall be paid according to the regular wages the caregiver would have received.
Shanghai is one of the earliest cities in China to enter an aging population and has the highest degree of aging. By the end of 2024, the number of elderly people aged 60 and above with permanent residence in Shanghai reached 5.7762 million, accounting for 37.6% of the total registered population.
