On the afternoon of October 31st local time, President Xi Jinping of China met with Japanese Prime Minister Kishida Fumio during the thirty-second APEC Leaders' Informal Meeting in Gyeongju, South Korea. Xi Jinping pointed out that China and Japan are close neighbors with shared waters, and promoting the long-term healthy and stable development of China-Japan relations is in line with the expectations of the people of both countries and the international community. China is willing to work with Japan to maintain the political foundation of bilateral relations and promote a strategic mutually beneficial relationship in accordance with the principles and directions established in the four political documents between China and Japan, and is committed to building a constructive and stable China-Japan relationship that meets the requirements of the new era. Xi Jinping emphasized that at present, there are both opportunities and challenges in China-Japan relations. He hopes that the new Japanese cabinet will have a correct understanding of China, cherish the efforts and contributions of the older generations of politicians and individuals from both countries in developing China-Japan relations, and adhere to the overall direction of peace, friendship, and cooperation between China and Japan. First, adhere to important consensus. Implement the political consensus such as "comprehensively promoting strategic mutually beneficial relationship," "being cooperation partners and not posing threats to each other," and "learning from history and looking to the future." Adhere to and fulfill the clear provisions made by the four political documents between China and Japan on major issues such as history and Taiwan, ensuring the foundation of China-Japan relations is not damaged or shaken. The spirit of the Murayama Statement deeply reflects on Japan's aggressive history and apologizes to the victim countries, which is worth promoting. Second, uphold win-win cooperation. The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China outlined the "15th Five-Year Plan" for China's development, and there is broad space for cooperation between China and Japan. China and Japan can strengthen cooperation in high-end manufacturing, digital economy, green development, fiscal and financial sectors, healthcare and elderly care, and third-party market, jointly safeguard the stable and smooth operation of the multilateral trade system and supply chains. Third, promote people-to-people ties. Continue to conduct communication between governments, political parties, and legislative bodies, deepen and expand humanistic and local exchanges, and improve public sentiment. Fourth, strengthen multilateral cooperation. Adhere to principles of good neighborliness, equality and mutual benefit, and non-interference in each other's internal affairs, practice true multilateralism, and promote the construction of an Asia-Pacific community. Fifth, properly manage differences. Keeping the overall situation in mind, seeking common ground while reserving differences, converging similarities while resolving differences, and avoiding defining bilateral relations by contradictions and differences. Kishida Fumio stated that China is an important neighbor of Japan, and both countries have a significant responsibility for regional and global peace and prosperity. Japan is willing to maintain high-level exchanges with China, enhance communication and understanding, promote cooperation, solidify strategic mutually beneficial relations between the two countries, and build a constructive and stable Japan-China relationship.
