In the recently published "Guidance Manual on the Proposal of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development," Minister of Finance Lan Fuan authored a signed article entitled "Playing the Role of Active Fiscal Policy." Lan Fuan pointed out that during the "15th Five-Year Plan" period, efforts will be made to support high-level scientific and technological self-reliance, promote the rapid development of new productive forces, and implement and improve the central government's distribution and management mechanism for scientific and technological funds to enhance the efficiency of investment in scientific innovation. By comprehensively utilizing tools such as taxation, government procurement, and government investment funds, traditional industries will be optimized and upgraded, new and emerging industries will be nurtured and grown, and the deep integration of scientific and industrial innovation will be promoted, accelerating the construction of a modern industrial system.
