In the recently published "Guiding Reader on the Suggestions of the Communist Party of China Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development", Minister of Commerce Wang Wentao published a signed article entitled "Expanding High-level Opening Up". Wang Wentao pointed out that actively expanding independent opening up, promoting innovative development in trade, expanding the space for two-way investment cooperation, and high-quality joint construction of the "Belt and Road" are the main tasks for fully implementing the expansion of high-level opening up. In terms of high-quality joint construction of the "Belt and Road", it is necessary to strengthen friendly mutual trust and integration of interests with co-building countries, continuously expand new spaces for win-win development, strengthen strategic alignment with co-building countries, strengthen overall planning and management of cooperation, improve the layout of a three-dimensional interconnected network, and coordinate the promotion of major landmark projects and "small but beautiful" livelihood projects. Deepen practical cooperation in trade, investment, industry, and culture, encourage comprehensive development of investment, construction, and operation, expand cooperation in tripartite and multipartite markets, and promote industrial connectivity. Expand new spaces for cooperation in green development, artificial intelligence, digital economy, health care, tourism, agriculture, and other fields, and build a high-standard "Silk Road e-commerce" cooperation pilot zone. Improve a diversified, sustainable, and risk-controlled investment and financing system, support companies to carry out diversified layouts of origin, promote innovation in cooperation areas, models, and formats. Strengthen protection of overseas interests, improve the foreign-related legal service system, provide higher-level legal guarantees for the rights and interests of enterprises investing overseas, and safeguard development and security interests.
