Deputy Secretary General of the China Nonferrous Metals Industry Association and Director of the Heavy Metals Department and Mineral Resources Office, Duan Shaofu, recently publicly stated that the processing fees in the nonferrous metal smelting industry are currently low, and "anti-inward rotation" has become a key proposition to promote the high-quality development of the industry. Regarding the implementation path of "anti-inward rotation" in the industry, the association suggests implementing targeted measures: first, drawing from the experience of electrolytic aluminum, consider setting capacity "ceilings" for bulk metals such as copper, lead, and zinc to strictly control new capacity; second, enhance concentration through mergers and acquisitions to improve control over the industrial chain for strategic metals; third, while maintaining full competition in deep processing industries, guide companies towards personalized, high value-added transformation to avoid homogeneous competition.
