National Development and Reform Commission: By the end of September, 31 provinces and the Xinjiang Production and Construction Corps have all opened "credit certification" services.

On October 31, the National Development and Reform Commission held a press conference for the month of October. Li Chao, Deputy Director of the Policy Research Office of the National Development and Reform Commission and spokesperson of the commission, answered questions from reporters by stating that as of the end of September, all 31 provinces and the Xinjiang Production and Construction Corps have opened the "credit certification" service. A total of 462,000 enterprises have been issued reports, totaling 970,000, replacing approximately 39 million illegal certificates.
