Autonomous driving concept stocks rose collectively. As of press time, 51WORLD (06651) rose 10.90% to HK$62.55; HESAI-W (02525) rose 9.61% to HK$14.14; WERIDE-W (00800) rose 8.16% to HK$11.67; ROBOSENSE (02498) rose 4.79% to HK$14.45. On the news front, the Ministry of Industry and Information Technology (MIIT) confirmed that China's second batch of L3 access pilot work is underway. Hualong Securities noted that L3 access is moving from "first-batch ice-breaking" to "batch expansion," compounded by MIIT soliciting public comments on five mandatory national standards, including the "ADS marker light," on October 20. The dual drivers of "access + standards" mean the policy framework is trending toward a closed loop, and uncertainty in the commercialization path of high-level autonomous driving has dropped significantly. It is worth noting that the policy side and the corporate side of autonomous driving have formed a resonance. He Xiaopeng, Chairman and CEO of XPeng Group, believes that L4 technology is expected to be implemented in the second half of 2028; Cao Xudong, CEO of Momenta, stated bluntly that world models are accelerating the "autonomous driving Moore's Law," and the autonomous driving industry is expected to usher in an important inflection point for large-scale L4 implementation in 2028.
